noscript.cp.last doesn't work sometimes

Hello,

something I noticed recently: Scripts/objects that should have been blocked by NoScript show up in Adblock Plus's blockable elements. I know this is the default behavior, but I have noscript.cp.last set to false so it shouldn't happen.

The thing is, it only happens sometimes, with no noticeable pattern.

In facts, noscript.cp.last just guarantees that NoScript runs last if set to true.
No assumption can be done about the order content policies run in if it's set to false (this order is random by default).
