Must click browser before NS auto reloads page?

Is it designed behavior that after temporarily allowing one or more scripts, you must manually click the browser window - outside the NS menu - before it will reload the page?
That's when options "automatically reload affected pages when permissions change," and "reload the current tab only" are checked.

Some pages will reload w/o me clicking back on the browser page - out of the NS drop menu.
Most don't. On them, if I move the cursor away from NS menu, the menu stays open indefinitely & the page won't reload until I click on it.

This is changed behavior for me. Used to, after NS changes pages reloaded immediately on moving the cursor away from NS menu.

I've seen a few pages that on the 1st NS change made, won't reload unless I click outside the NS menu.
But subsequent changes on same page & it reloads as soon as I move mouse off the menu.

It's intended behavior if you have NS set to open menu on mouse hover and are clicking the icon to open the menu.

Can't answer more than that without knowing your NS version & your browser (looks like you're using a custom Firefox 37 64-bit build based on Gecko 34?)
*Always* check the changelogs BEFORE updating that important software!
