Why scripts blocked when "Forbid Scripts Globally" enabled?

I can't get some scripts on the page "https://www.walmart.com/account/login" enabled.

I have Noscript installed and enabled, but global scripts allowed. See image below. Note also that walmart sites are enabled (should global scripts actually be disabled), but the script is a part of the page itself listed above -- no includes, src=... references, etc.

Using "Inspect Element", I observe that several scripts that present the userid/password fields and process them are suppressed, i.e. greyed out. What I see on the page is white space where I should see boxes for user-id, password, and a logon button.

Three days ago, I did a clean install of XP SP+. Yesterday, FF updated itself to 44.0.2.

I've had a tremendous amount of trouble with the anti-spam filter, particularly with the FF Trouble shooting info. Sorry these aren't inline.
