[e10s] "Temporarily allow top-level sites by default" broken

The setting "Temporarily allow top-level sites by default" does not appear to work under e10s. This appears to have stopped working maybe a month or two ago.

* The bug is reproducible on Aurora and Nightly, with a fresh Firefox profile.
* The bug is not reproducible if I disable e10s (only tested on Nightly).
* The preference string "noscript.autoAllow" is successfully updated/written to, (ie "noscript.autoAllow = 1" for "Full Addresses").
* I can't reproduce it on the Beta channel.
* Reproduced with NoScript 2.7 (I couldn't find a more recent dev build).

NoScript 2.x is not expected to work with e10s, need to wait for NoScript 3.x
