NoScript custom whitelist entries being deleted on restart

Running Firefox with latest NoScript and have added two custom entries for localhost in the whitelist:
http://127.0.0.1:some port
http://localhost:some port
After about 1-2 restarts of Firefox the entries disappear. I've gone ahead to check what may be happening. I opened the localhost page in question then went to NoScript's settings under the whitelist. I found the entry written IN ITALIC?! and then on the next restart it was gone. Apparently when this happens I have the option to "revoke temporary permissions". So wait what, my permissions are temporary? I wanted them permanent!
Apparently if I visit the whitelisted page, it's converted to a temporary permission, then it's deleted on next start.
Why is it that whenever I check the whitelist while also having a tab open with a whitelisted site, the site shows up as a temporary permission, then is deleted on next restart? What is going on here? Bug? Feature? Not cool.
