Where to get non-DAP enabled version?

The license statement for FlashGot states that it is released under the GNU GPL, with the following exception:
The following exceptions apply to DAP-Enabled FlashGot,
which is a FlashGot build working in conjunction with
Download Accelerator Plus:

1 - You can NOT redistribute and/or modify a DAP-Enabled FlashGot.
Redistributing and/or modifying a DAP-Enabled FlashGot copy is a
copyright violation.
2 - You can't reverse engineer or decompile a DAP-Enabled FlashGot copy.
Such a behaviour is a copyright violation.
The version listed on the download page seems to have support for Download Accelerator Plus (as it is listed as one of the choices of download managers within the program). Where can I get the non-encumbered version that is truly Free Software? Must I compile from source? If so, how do I go about removing support for DAP so that I might legally distribute it?

Flashgot is truly free and I believe you don't quite understand the meaning of the statement you quoted. Unless you are planning on modifying it, then there is no issue and you can just download and use the copy that is available at flashgot.net or AMO.

DAP support had been GPLed already in FlashGot 1.0, a couple years ago.
Unluckily the old license text remained inside the XPI.
It's gonna be replaced with plain GPL2 text in next release, thanks for noticing.
