Allow/disallow option missing

Hey folks, sorry about the title, but I'm not exactly sure how to describe the problem I'm having outside of that.
I have attached an album to show what is missing. Hopefully that clears up any confusion you might have.
I have done something to Firefox/NoScript today and have disabled part of the menu or something. I checked all of the NoScript options I could find, I removed all of the checks, saved, restarted FF and then checked the boxes again, reset the extention, reset firefox and then uninstalled and reinstalled firefox and tried with NoScript as the only extention. Not sure how else to try to tackle this, any direction you could give would be a great help, thanks.
