NoScript 2.6.8.31
With NoScript 2.6.8.29 I can view the above link but with NoScript 2.6.8.31 I cannot.
I tried to temporarily allow this page without success. Maybe its one of the new features I need to enable or disable.
Any help would be appreciated.

What can you see.
Globally Allowed, both seemed to display for me.
.29rc1, with nothing allowed, the page displays useful content & looks (relatively) "normal".
.31rc1, with nothing allowed, the page is virtually, but not totally blank, with only a few headers displaying leftmost.
(Pretty sure I've seen similar elsewhere but didn't really think much of it at the time.)

That behavior, much like the link, is wrong, IMHO.

My mistake, I had a fitlering application blocking viewing the page.
I see what you see now, a few headers on the left.

Actually it's more than that, as at the site linked in the OP it looks like some DOM nodes (notably, the menu links) are getting moved to the bottom of the body, thus why you see the "headers" on the left in 2.6.8.31 but not .29...

Stumbled upon [sounds like an extension] something:
browser.display.show_image_placeholders
Default is 'true'.
With true, "the page is virtually, but not totally blank, with only a few headers displaying leftmost".
Set to false, the leftmost headers still occur, but this also happens, "the page displays useful content [with 2 large object placeholders] & looks (relatively) "normal"".
