Popup Blocker Issue.

I think I just stumbled across my first NoScript bug, after using it happily for longer than I can remember.
I am running a stripped (nLited) version of WinXP.
I have stripped my browser down to FF3.5, Mozilla default plugin and NoScript 1.9.5.73
I have enabled scripts globally.
I have a popup blocker exception for "bluehost.com".
I have options/content/block popup windows unchecked.
If I go into my bluehost account's web based file manager I can edit files. It uses OnClick to start a web text editor in a new tab.
I can edit 20 files just fine.
On the 21st file I start getting a notification "FireFox prevented this site from opening" x "popup windows".
If I disable NoScript I can open at least 64...
I have not looked for another site that does this (it's a bit of a pain to test), but I can if needed.
