When I started Firefox this morning, I got a notice for V. 2.6.8.6 of NoScript. Include in the notice was a link about issues affecting computer performance. When I clicked on the link, I got a warning from the WOT extension that I run saying the the site had very poor reliability. The link eventually resolves to
www.pcspeedup.com. So, I did a web search on
www.pcspeedup.com. The query turned up reviews of
www.pcspeedup.com that indicated that the site is a scam.

I presume that the 'notice' you're referring to is the noscript.net page that appears after updating (and your browser probably updates addons automatically).
Yes, there are ads on noscript.net. I believe Giorgio does vet them first.

You presume correctly. The ad I was referring to appeared in the notice that resulted from Firefox automatically updating NoScript.
As for Giorgio vetting the advertisers, how does Giorgio vet the advertisers? What does Giorgio know about
www.pcspeedup.com?

I just took another look at the release note, and the advertising has been removed from the notice. I don't know why the advertising was removed, but that is the current state of things.
Just for the record, I don't object to NoScript running advertising. Everybody has to put bread on the table. However, if NoScript is going to run advertising, it behooves them to select reputable vendors.

I got an update for V. 2.6.8.7 this morning, and the ad for
www.pcspeedup.com is back.
