Can you see any obvious conflicts between NoScript and the Click to Play per-element addon?
Given time, I could probably review the code of each and check myself, but I'm not confident enough of my NoScript internals knowledge...

If it emulates the "old" functionality as it seems to attempt, it should.
However I didn't manage to make it work, either on Firefox 25 or Nightly, with or without NoScript
