Bug with framesets and whole page flash objects

I'm at a website with a frameset. Inside one frame is a link to a SWF file. The SWF file is viewed inside the browser. Noscript is running, so the entire page is a "Click here to activate this object" page. However, when I activate the flash, it instead reloads the surrounding frameset into that frame instead of loading the SWF file.
