Export of Options>Advanced>HTTPS files & .json

If NoScript exports the Options>Advanced>HTTPS files in a .json format, shouldn't the filenames read as foobar.json and not just as foobar

The format, structure, so on inside the file has nothing to do with its extension. If the import is expecting a certain hierarchy and structure, then doesn't matter what you call the file, it will read it, understand it and use it. Extension becomes an issue only if you are opening it in an application via shell.
