In Noscript options I can see a tab named "External filters". Can anyone explain what it is?

Thanks in advance.

Currently it is simply a connection to Blitzableiter (search for 'blitzableiter project' to learn more). It has potential, but is not used much.

Okay, so it seems to be a program which can block malicious flash applets; however, their site seems to be dead. Does anyone here have a copy of the program, or another program which does the same?

Its simply a mechanism in Noscript that allows specific plugin content to be handed over to a program, which will check the applet for malicious signs and sanitise it if possible.

The Blitzableiter project is dead, and AFAIK there are no other programs that do the same.
You may want to modify a command line antivirus as done here (but won't recommend it, since your AV will detect it anyway):
