Temporary permissions should be applied per tab, NOT across all of them.

You can limit the refresh of allowed domains to per tab.

> noscript.autoReload.allTabs;false

But you cannot have the same domain Allowed in one tab & blocked in another.
(Though by setting the above preference & specifically not causing a particular tab to re/load, you may be able to effectively do as you want.)

Now I'm curious, is there somewhere I can see a list of hidden preferences and a brief description of what they do?

That kind of list has been mentioned a few times...I don't think anyone has compiled it yet, though...but to see the preferences, just go to about:config and search for 'noscript.'
