[Fx >=20] FoxyProxy conflicts with NoScript's ABE

Since Firefox 20 landed, it appears there is a conflict when FoxyProxy Standard 4.1.3 is installed, NoScript's ABE (with default rules) is enabled, and your Firefox's home page uses a different address than the default one, "Mozilla Firefox Start Page".
What happens:
If you have more than 1 tab opened, and you are currently not on the first tab, restarting Firefox (using, for example, Restartless Restart -- though you can use Firefox's own restart feature by disabling/enabling/installing an add-on and clicking on "Restart now") makes the first tab, after the restart, redirects to your Home Page.
It's only after you click on this first tab, that the "real" page is loaded.
Steps to reproduce:
1. Set your Home Page to a random one (example: http://google.com).
2. Install FoxyProxy Standard (versions tested: 4.13 and 4.2), NoScript (versions tested: 2.6.5.9 and 2.6.6), Restartless Restart 9, and restart Firefox to complete the installation.
3. Open two or more tabs.
4. Be sure you're currently on anything but the first tab.
5. Use File -> Restart.
Results:
Upon the restart, the first tab loads your Home Page; the real page only appears after you click on this tab.
This does not occur in Firefox 19, or if FoxyProxy isn't installed, or if NoScript's ABE is disabled, or if you use Firefox's default homepage.
