I am using Firefox as a virtual application, that means I loose all settings on a browser restart.
I would like to be able to export and import permissions -- preferably to have the option to do it automatically

There are already Export and Import buttons at the bottom of the NoScript options dialog.

For automatic backups, you could try something like FEBE.
