Allow Scripts Globally Enables JavaScript
(Heh, sounds kind of funny when you write it that way.)
If you manually disable JavaScript in your browser, & you then Allow Scripts Globally in NoScript, it resets the JavaScript Preference item, user_pref("javascript.enabled", false);.
Guess its no big deal?

It's been this way since forever, and no harm so far.
Actually, it was an emergency exit for those people who believed they needed to both install NoScript and disable JavaScript from content options (despite the FAQ).
