As for the issue I solved it by switching to the ESR (Extended Support Release) channel.
All the security updates of the RC (Release Channel) without the hassle of the constant changes to the interface and theme/addon issues.
For those with the problems, if FF 17 worked well for you'd I'd consider going to the ESR channel. Firefox 17.0.3 ESR is based on Firefox 17, and will stay that way until somewhere around Firefox 24 or so, but with all the security updates that the RC gets.
Been on it for a day and haven't had the issue yet. In fact I can't even duplicate the issue with the above steps like I could on 18 or 19.
I tested it on the test computer by completely wiping out Firefox, including any leftover folders and reg entries. Then installed the ESR, went straight to addons and installed the latest noscript. Everything works fine and I couldn't duplicate the menu problem.
On my system I backed up everything, including exporting bookmarks and exporting settings for any addons that have that option. Then I uninstalled 18, but told the uninstaller to keep my settings. Installed the 17.0.3 ESR and everything looks/works identical. The only way I'd know I was on ESR instead of RC is looking at Help/About.
All my settings stayed the same and I no longer have the noscript menu problem. I can't even duplicate the issue anymore.
This doesn't solve the issue until Mozilla figures out what they changed that is causing the issue, but those with the problem have an option for now.
