Works in both cases (ie. in every Windows API file picker dialog) and could be useful in both cases, say you want to replace a particular file.
Don't understand why I would want no ending.
Probably really unlikely, however on other platforms file endings don't play such a major role (AFAIK they don't even do as much on Windows as they used to, file system metadata and other trickery and also decides on how a file is handled).

I'm still on "Windows as they used to", LOL. (XP, first released in 2001.) :lol:

(Seriously: Changing extension does indeed change how/what OS does with it, still controlled and configurable through the GUI with Folder Options > File Types, or directly via editing the Registry, which that GUI does more easily and safely.)
