Because when they were permanent by default (in the first week), the people who want to make temp rules mostly complained that it was more clicks to allow a source temporarily.

I think the rationale was that we mark domains as temporarily trusted far more often than we mark them permanently trusted, therefore the more common operation should take fewer mouse clicks.
