My focus was off a bit on that browser console. The port number was 49155 instead of the previous 49156 :

Site https://localhost:49155/*
Accept from https://pwm.trendmicro.com/*
# Prevent Internet sites from requesting LAN resources.
Site LOCAL
Accept from LOCAL
Deny

The Port number was different in this case 49155 vs the last issue 49156.

I am going to try and disable the extension and then re-enable it to see if anything changes. But it's working as I type.
