Mercy buckets! Seems to be working, and NoScript's icon became available in Customize.
I was half joking, that's more a workaround than an actual solution...
If you want to stick with that approach, a better long-term option might be SeaMonkey - or, since you're on Windows, Pale Moon might do also.
