5.1.8.4rc2: Sites Are Being Added to Whitelist - without specifically setting them to (fully) Allow.

I almost never (fully) Allow, almost always only use Temporarily Allow.

But I am getting sites that show as Allow in the Whitelist?

I don't even display the Allow context menu item, only Temporarily Allow.

Not sure of the circumstances that are causing this?
Just now, I Temporarily Allow a site, quit, restart from Session Restore, & that site was not Allowed, is not in the whitelist - as expected.
So... ?


The sites that are Allowed, I would have visited, & very likely would have Temporarily Allowed.

I saw the issue on starting from Session Restore.
Have not been able to duplicate it... so far?
