What Does the Number on NS Icon Indicate?

Sometimes there is a high number like "50" or "37" on top of the NoScript icon at the top of my page, but when I click on the icon I only see some lesser number of sites in the list?

For example, as I am writing this message there is a "2" over the NoScript icon, but when I click the icon only one site is in the list?
