I was able to reproduce exactly.
Open a Blank tab,
Click on NS icon that has "?" (or open settings page from FF Hamburger menu, Add-ons - NS - Click Preferences)
NS Settings/List Tab opens
Do not click on page (tab)
When I use down arrow "First" entry in List is the one that accepts Arrow presses by changing as user describes
If I click on Blank space in Tab "before" using arrows, then the Page scrolls as expected.
Maybe this is a Feature?
