In the past when attempting to uninstall noscript for the first time on an install it would show a message about how javascript isn't the only thing it handles. Since then I've generally kept it for that, but I can no longer adopt this configuration through attempted uninstalls as no message appears. How can I replicate it now? Is it essentially the same as enabling scripts globally and otherwise leaving the defaults intact?

Yes, it's equivalent to Allow Scripts Globally.
To get the uninstall warning back, set about:config > noscript.removalWarning to true
