The latest versions of NoScript, including the current v 2.9.5.3rc6 causes many websites to see what is stored in the cache and not the updated page (you must press Ctrl + F5 to update)
To verify that NoScript is the cause, simply disable the add-on, refresh the page and see if it was updated. All this in the Nightly 53.0a1 of Firefox.

I've noticed similar recently (in SeaMonkey 2.46), but I've no idea how to reliably reproduce it.
I saw it once at https://noscript.net/feed?t=a and once at some URL on this forum, I forget what.

Hi and thanks barbaz for the response. 
No, if I do not disable NoScript, it does not matter if I restart the browser or not (in my case the Nightly v.53.0a1 of Mozilla Firefox) unless you press Ctrl + F5 the webs are not updated correctly.
