youtube html5 video isnt blocked
I have 2.9.0.11 and firefox 45.2.0
scripts globally allowed
"Forbid <audio>/<video>"
"Apply these restrictions to whitelisted sites too"
"Show placeholder icon"
on sites that only use flash noscript puts a placeholder icon
it did the same on youtube before they turned on html5 ,
but now noscript doesn't block html5 video
and the html5 videos autoplay by default (unwanted)
There is a firefox addon "stop-tube" (or "Stop Tube HTML5") maybe you can borrow some code
but its buggy, it only blocks half the time
if you open a youtube video in background tab it lets video play
it never blocks videos on a channel or user profile page

Not sure if NoScript is going to do it?
Might need to set the about:config Pref, media.autoplay.enabled, to 'false'?

Youtube's HTML5 video is generated by MSE / XMLHttpRequest, and NoScript's Forbid AUDIO/VIDEO is known not to stop all methods of playing audio/video: viewtopic.php?f=7&t=21405
So, it's not necessarily expected to work.
Bottom line is, if you trust a site to run active content, it can do whatever it wants within the scope of what it's capable of.

Thats genius, I looked so hard but didn't discover that on my own
That stops the annoying noises,
but it appears the video download still gets started
so its a half measure
any idea about stopping the download as well?

Try disallowing script for googlevideo.com and selecting NoScript Options > Appearance > Full Domains ?
If that doesn't do what you're looking for, then NoScript won't help here.

(To note, not seeing a "Forbid" option, but seeing a Mark as Untrusted, means you have Scripts Globally Allowed or the like.)
