But I am shy to say, I do not understand, at least completely.
I interpret this so: If I had made your recommended change to
the USER ruleset, it would have been run first and due to
ACCEPT the SYSTEM rule would run after this, but cannot revert
the ACCEPT statement of the USER ruleset. Ether there are no
rules in USER or not matching rules in USER, finally the SYSTEM
ruleset will be applied.

No, the Deny certainly does override. The most restrictive rule will be applied.but cannot revert the ACCEPT statement of the USER ruleset.
'Accept' simply means that a rule is passed through to any further rulesets. If one ruleset accepts, and the other denies, then the request will be denied.
