No Script blocks specific IP across various sites

NoScript is preventing pages from loading because I'm not allowing a specific IP (a number not site). It appears only on one of my computers and is across a variety of sites. The IP address is not my own. This started happening today.

scan your system for malware per General Troubleshooting Instructions #2
*Always* check the changelogs BEFORE updating that important software!

This was my first concern. I did do a full scan with an updated Avira but nothing came up. The problem also disappeared when I restarted Firefox. I had hoped that it was simply a dns routing error or something but unfortunately the same IP is back in the list.

I also reset the NoScript options to no avail.

I'm going to reinstall Firefox and NoScript to see if that helps.

I uninstalled the Firefox extensions, then Firefox. I reinstalled Firefox and then NoScript. The IP is still there.
I installed and scanned with Adware Remover and MalwareBytes. The IP is still there.
I should clarify that the IP is not for every site but many unrelated sites.
And yes, I turned my PC off and then on again :)

This is definitely weird.

Flushing the dnscache didn't work either.

It turns out to be from my ISP injecting banners into the browser to indicate my bandwidth usage.

Let me guess: the sites that don't have it are HTTPS? Because your ISP can't tamper with encrypted traffic.

I took a look at the screenshots I took and yup, it only appeared on non-https sites.

Well, if there's any suggestion of marketing or tracking, I would suggest changing ISPs...but if they're just doing this to display your usage, it's probably not harmful. Your call.
