As a test, create a new, clean Profile.
Then go & see if NoScript installs.
If it still doesn't work, the disable all Plugins in that Profile & try again.

Update:
I have tried all the helpful suggestions given but as yet nothing has changed.
I am running a Desktop Core I7, 16GIGS RAM, etc., etc., on Windows 7 Pro 64Bit. (FF 38.05)
PS: the problem also exists using MS IE...
On another machine, a laptop, I run Windows 7 Home Premium 64Bit with similar specs and have been able to update NoScript. (Waterfox 38.01)
On yet another machine, a Desktop running Windows XP Pro 32Bit I was also able to update the add-on. (FF 38.05)
So, I will go out on a limb here and assume there is something on my main workstation causing the problem???
Again, any assist will be much appreciated.

To ' barbaz ' and ' therube ' ... Something interesting - After all your generous input and assists I thought you might want to know that I was able to install ( from within the FF 38.05 AOM ) the latest edition of NoScript ( .29 ).
Don't know why or how, don't know what's different or changed, but it installed. No error messages. No connection issues. No problems. It just installed as it had for the many years I've been using this excellent add-on.
