No - this in not an animated GIF.
I was adding to the OP's description, that in addition to high CPU usage, on a Mac, the caption-text on the tab will change very quickly, almost like I am seeing the http requests in real-time. It's very fast: flickering.
Also, Firefox is receiving window-repaints on parts of the window that was not obscured. I would compare it to a BitBLT (bit block level transfer) repaint. Maybe memory-pointers are getting corrupted?

@hippo-upy, that does clarify, and that is the same problem as in the thread I linked. (It's not that they are having problem with animated GIFs, they just used an animated GIF to showcase the problem.)
Please check whether or not *this* thread describes your issue by disabling ABE and let us know if that seems to get rid of the problem.
*Always* check the changelogs BEFORE updating that important software!

I disabled ABE and took it for a hard test-drive:
That settled things down quite a bit; I have not noticed unnecessary window repaints. However, now when Firefox has completed loading the page (indicated by the refresh arrow), the caption-text on the tab is still not static - like I am seeing AJAX calls in the tab caption-text. I don't remember this behaviour before, but maybe I was not paying close attention.

I tested V. 2.6.9.26rc1 with both ABE enabled and disabled.
With testing, I have continued to use the same web-sites for a proper regression-test comparison.
The good news is that with ABE enabled, I did not see the "severe" flickering as I had with ABE enabled with V. 2.6.9.25 . Also no unnecessary window repaints.

With ABE either enabled and disabled, I still see what looks like AJAX calls in the tab caption-text. [Again, maybe this is normal - see my previous post.]

And since I'm in test mode, I will say that another bug is fixed that I had not mentioned (because of low-severity): when I would click the 'options' button at the bottom of the browser window [for scripts blocked] the context-menu is no longer losing-focus [its z-index stays top-most].
However, testing both V. 2.6.9.25 and V. 2.6.9.26rc1 against the add-on "Flashblock 1.5.18", Youtube videos cue but never play.
