List order inconsistent: mouse-click v. keyboard-shortcut

The order that items are listed when NoScript activates is different depending on how NoScript is activated.

If I activate NoScript via keyboard-shortcut (e.g., CTRL+SHIFT+S), then ALLOW is first and TEMPORARY is second.

If I activate NoScript via mouse-click, then TEMPORARY is first and ALLOW is second.

Is this on purpose? What purpose does this serve?

If there isn't a reason for it, can I humbly request that it be standardized so users experience the same presentation regardless of how NoScript is activated?

It's probably deliberate.
You aren't the only one who wants menu order customizable: viewtopic.php?f=8&t=20480
*Always* check the changelogs BEFORE updating that important software!

Maybe Giorgio will chime in and let us know. I'm not asking for customizability, just consistency in presentation. Or if the inconsistency is by design, I don't see the usefulness. Maybe an explanation would help me understand how I can make use of the ordering differences?
