When "Cascade top document's permissions to 3rd party scripts" is enabled at Options > Advanced > Trusted, the "Allow" option ("Allow" enabled at Options > Appearance) sometimes does not display on websites (e.g., https://ting.com/) when CTRL+SHIFT+S is used to open the NoScript popup.
"Allow" always shows if the NoScript icon is clicked with the mouse or the mouse hovers over the icon (if hover is enabled). This problem only occurs on some sites, not all.
1) enable "Cascade top document's permissions to 3rd party scripts"
2) go to ting.com
3) tap CTRL+SHIFT+S to open the NoScript popup with the intention of Allowing ting.com
4) no "Allow" option is shown in the popup
