With this latest Firefox v35, I click the (+) for a new tab, then type the desired URL in the address bar of that blank tab. When I press [Enter], nothing happens. If I disable No-Script and restart Firefox, the address bar works as expected in a "New Tab". I checkmarked "trust about:newtab", but that didn't make a difference.
With No-Script enabled, I can use the address bar in a tab where a site has all ready been loaded.
Am I missing an option somewhere in the settings?

Is your new tab page about:newtab?
When it fails, do you see anything related in the Browser Console? (Ctrl-Shift-J)
(if you don't know what's related, turn off CSS warnings and post everything else you see)

Here is the Browser Console response after I clicked on (+), entered in "www.google.com" and press [enter]
"window.controllers is deprecated. Do not use it for UA detection. https-everywhere.js:326
lpmanuallogins.length is 0"
As for the "about:newtab", I saw it listed in the dropdown list when I clicked on the No-Script icon. That's why I checked as trusted and tried again, but to no avail.

OK apparently I have a Fx 35.0 install in one my VMs, and I could not reproduce this there with NoScript latest development build in a clean profile.
What NoScript version are you using?
If latest dev build or latest stable release, please try
1) Export entire NoScript configuration (using the Export button *on the very bottom* of NoScript Options), then reset NoScript
2) if that doesn't get it, import your NS config back, then try Standard Diagnostic
