I would like to be able to set a password which is required to unblock (display) an Ad which is blocked by Ad-block.
Somehow there seems no Ad-block program that supports this functionality.
I want this to be able to do this, so that the Ad remains blocked for my kids (as they don't know the password), but that I'm able to unblock it myself if needed.
Can this be added to NoScript?

NoScript is not an ad blocker. Any ad blocking it does is just a side-effect of it blocking scripts/active content which is required for the ads to display.
Also it's not intended to stop the user from being able to view content, it helps the user stay more secure by giving the user (that same user) the final say in what's "trustworthy" and what should be "allowed".
This will likely be WONTFIX'd.
