Cannot Open PDF docs

I am unable to open PDF docs from my bank by Right Clicking and opening in a new tab. I am forced to download them. I was able to do this in other versions. How do I configure to allow this activity? Thanks

What bank?
If you disable NoScript, are you then able to open them?
