Well, if I switch from Unity to LXDE, and move the toolbar to the side, so I can use the whole screen height (480 pixels), then I can see the tops of the buttons, but not the text:

ETA: According to xwininfo, a maximum-height window with the Unity bar above it is 428 pixels.

No idea if it's relevant, but in case it is, just noticed that viewing an invalid ruleset in Advanced -> ABE causes the Options dialog to grow quite a bit in height...
