Different Forbid behavoir

When i temporarily allow a domain and then forbid it again i can instantly (temporarily) allow it again

But when i set "Temporarily allow top-level sites by default"

sites i forbid are instantly put into Untrusted submenu.

I think this shouldn't happen and both actions should do the same when a allowed domain is forbidden

Confirmed. This looks like a bug, unless someone knows otherwise.
