Mozilla announced the end of disabling JavaScript (JS) in v23. Does this mean NoScript will no longer block websites until we decide to allow JS to run? I may have to stay with FFv22 forever!

Pretty much the contrary.
NoScript will stand out even more as the most user-friendly option to disable JavaScript.
(Notice that the announced change just removes the user-facing checkbox in Firefox's option panel, not the underlying internal ability to block JavaScript: NoScript still works as usual).

Thanks Giorgio, after reading some more, I found that it was just the menu option as you say. I should have waited a day or so.
