Whitelist resetting

I never had this problem in the past but lately, my whitelist keeps resetting. Not sure if it is each time I close my browser or if it is random. Before, it would remember sites I click allow on forever. Now its acting as if every site is temporarily allowed and there is no permanent whitelist. Its annoying to have to allow each site every time I open my browser again. Is there a way I can fix this?
