If your browser is in German, NoScript should automatically switch to German.
If it's not, try to open about:config and switch the general.useragent.locale preference to "de".

the general.useragent.locale was on "de". But the noscript-website is in English and i cannot change to German.

Further, links opened from within the frame should be translated (automatically) too.
You could have a little "translate" drop-down ... Translate this page to [language], that would automatically send the page to Google Translate for any of its available languages.
