Bug? (2.2.4rc1)

I'm pretty sure it's just a cosmetic error.

After using this bookmarklet:

Notice the icon in NoScript below:

That is normal & expected.
That ([temporarily] Allow Globally) is how bookmarklets are allowed to run.
