I'm not sure I fully understand what you're suggesting, but since the permissions system is changing deeply from NS 2.x to NS 3.x it's not the best time to introduce syntax-based variations.

Also, please check http://noscript.net/nsa/ (the part talking about the internal permissions format) and http://noscript.net/abe/ to see whether they can help your use cases.
