Where is the Black list?

By default NoScript messes with every website you visit, and you can add a site to a Whitelist to allow it to work normally.

How do you make it so that by default it is completely disabled and it only messes with websites you specify?

You might try Allow Scripts Globally (dangerous).

Or YesScript.

Better off IMO working your way through NoScript.

Thanks for the reply, YesScript is what I was looking for.

NoScript seems much more advanced, but I can't stand the way it currently functions.
