I had a blank webpage - e.g. nothing loaded - and yet I am sure NoScript referred to something as "netterror" I was not on any website with this kind of name.
I Googled this and found very few results e.g. here http://forums.informaction.com/viewtopic.php?f=7&t=4508 where the OP writes"
At first I thought it said net terror..and was freaking out..lol.. but I don't know what to do about that 'forbid about neterror' I've got a bunch of those abouts in the whitelist which I've not read up on to understand what they are for, and so just not sure what to do with that line item.
So what exactly is "netterror" and why did it appear?

about:neterror is the address of Firefox's internal error page, displayed when somethings goes wrong while loading a web site.
In other words, the site you wanted to open was unreachable, at least at that moment, because of a network problem, probably, or because you mistyped its address.
