[RESOLVED] forbidBGRefresh and RefreshPolicy

Seems RequestPolicy 0.5.14b2 and b3 break forbidBGRefresh while version 0.5.13 doesn't. See https://www.requestpolicy.com/dev/ticket/23 and https://www.requestpolicy.com/dev/ticket/110

Fixed in 0.5.15a2.
