Please reinstall 1.9.9.83 again. I just tweaked it to keep the refresh suppressed when any kind of load fires in the current tab.

Version 1.9.9.82 is much better. Now the focus tab automatically reloads without a notification. Good work, Alan

You're welcome. Lest there be any misunderstanding, all I did in this case was know that version 1.9.9.82 had different behavior and thus notify you about it. Since NoScript is Giorgio's extension, he does all the heavy lifting. Ironically, in another topic I said I preferred the notification bar, but it looks like Giorgio's current approach may be better.
