Is it possible to install NoScript once on a multi-user computer such that all users have it available to them?

Yes, through 'global installation', ie. it is installed into the Firefox folder instead of the profile folder. The settings will still be per-user though.

How does one select where to install it?

Short answer: copy the downloaded .xpi into the Firefox directory's 'extensions' folder *when you are absolutely sure that Firefox isn't running*. Follow the prompts from Firefox when you next start Firefox.
